  17. Florida's Everglades, Douglas was described by President Clinton
  18. last week as one of "the greatest reformers of the century."
  19. In the same ceremony retired Supreme Court Justice William Brennan,
  20. ex-appeals court judge John Minor Wisdom, and two deceased heroes
  21. of the civil rights movement, attorney Joseph Rauh and Justice
  22. Thurgood Marshall, also received medals.
